The problem

The defect doesn't show up on handover day.

It shows up after the first freeze-thaw cycle — once the holdback is released and the contractual recourse is gone. Without an independent measurement at that exact moment, the municipality has neither the evidence nor the leverage to demand it.

An undetected pavement failure means a job paid for twice — once for construction, once for the fix.

Every reconstruction avoided also spares the asphalt production, trucking, and waste it would have required.

The method

Two surveys, one standard of measurement.

Same instrument, same measurement points, eleven months apart — so the second survey says something defensible about the first.

Baseline survey

Planarity and cracking measured as soon as construction is complete, at geolocated points that will serve as comparison references.

02 — AT ELEVEN MONTHS

Comparative survey

Same method, same points, after a full winter — the moment when construction defects actually reveal themselves.

03 — THE REPORT

Sealed findings

A numbered comparison against contractual thresholds, signed and sealed by an OIQ member engineer.

The threshold

Five millimetres, measured — not estimated.

The criterion applied is the Ville de Montréal's DTNI-3C standard specification — not a house standard.

  • ≤ 5 mm Maximum vertical deviation under a 3-metre straightedge, real or simulated from a continuous profile.
  • ≤ 3 mm Crack width tolerated at the eleven-month inspection.
  • 0 mm Cracking tolerated at handover.
  • ±3 mm Joint alignment over a three-metre section.

Guillaume Lafortune, P.Eng.

Founder — InnoRoute

Guillaume Lafortune is a civil engineer, a graduate of Polytechnique Montréal, and a member of the Ordre des ingénieurs du Québec since 2006. He has 20 years of experience managing large, multidisciplinary infrastructure projects at HQ and various engineering consulting firms, where he has led production projects, overseen planning and estimating for the Transmission and Production sectors, and been responsible for drafting engineering specifications and contracts.

Currently a production project manager at HQ, he has also led Innovelo inc. since 2018, a company carrying out professional mandates with a municipality in the Laurentians since 2020. He now brings this dual expertise — civil engineering and public-sector client relations — to InnoRoute, an independent inspection service for the quality of municipal paving work.
